Model requirement 5.4.4
Governance efficiency scale
What ISO 37004:2023 asks at 5.4.4, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 5.4 Measurement scale.
What the model asks
Efficiency maturity reflects how consistently the practices for a principle are applied, judged by how formal the governance components are: whether they are documented, adopted, communicated and continually improved. Table 5 describes the levels: level 0, there are no components, or they exist only in draft or lack formal adoption; level 1, components can be seen but not every one that is needed has been adopted; level 2, most have been adopted but have not been communicated widely; level 3, they have been adopted and communicated, but there is no sign of governance reviews; level 4, components of every type have been adopted, and reviews take place and drive corrective action; level 5, every component has been adopted and reviewed and corrected where needed, and innovations that raise efficiency are used for continual improvement.
What it means when one board controls another
Efficiency ratings are where the two-level inventory pays off. Rate each entity on its own components and rate the group on the group framework, then look at the difference. A group at level 4 with entities at level 1 is a different finding from a uniform level 2.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

Where evaluations commonly find gaps
- Components adopted but never communicated or reviewed
How this requirement enters the rating
This unit governs the instrument. The scale must be fixed before the ratings, the level labels must be the published ones, and the aspect-specific descriptions must be used for the aspect being rated. The six levels are on /scale/.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
