The publication record
ISO/DIS 37014: stage 40.60, and what happens next
The draft closed its DIS ballot on 10 June 2026. The next steps are the ballot report, a possible FDIS ballot and publication. This page records the stage, the dates, the sources and what a buyer should do before and after publication. It labels every estimate as an estimate.

ISO records the draft at stage 40.60, close of voting, dated 10 June 2026. The ballot opened on 17 March 2026 and ran twelve weeks. The next steps in the ISO sequence are the ballot report, a decision on the comments, an FDIS ballot where the text changes, and publication. ISO has announced no publication date.
Why the planning date is 15 September 2027, and why that is our date
ISO has announced no publication date. The page states two facts: close of voting was dated 10 June 2026, and the remaining ISO steps are the ballot report, a decision on the comments, an FDIS ballot where the text changes, and publication. At the pace this committee has shown on its recent governance guidance, that is about fifteen months, which places publication in the second half of 2027.
We use 15 September 2027 so that a governance calendar has a date to plan against. It is not an ISO date. A buyer should not put it in a contract as a deadline; it is a planning date, and the record on this page will change when ISO changes it.
Planning date used on the site: 15 September 2027. Basis: Our planning estimate, not an ISO date. Close of voting was 10 June 2026; the remaining steps are the ballot report, a possible FDIS ballot and publication. At the pace this committee has shown on its recent governance guidance, that is about fifteen months, which places publication in the second half of 2027. We use 15 September 2027 so a governance calendar has a date to plan against, and every page labels it as our estimate.
What the guidance is, and what it is not
It is
- A draft International Standard at the enquiry stage, prepared by ISO/TC 309.
- Guidance on measuring and improving the maturity of governance in a controlled group of organizational entities.
- Built on ISO 37000:2021 for the governance principles and conditions, and on the ISO 37004:2023 organizational governance maturity model, which it applies to controlled groups.
- Applicable to groups of any type, size or sector, public, private or not for profit.
- Voluntary guidance, intended for continuous improvement and dialogue between the controller and the controlled entities.
It is not
- Not a certifiable requirement standard, and not a management system standard.
- Not law in any jurisdiction, and not a regulator's rule.
- Not a replacement for ISO 37000:2021 or ISO 37004:2023.
- Not a published International Standard: the text may change before publication.
- Not a mechanism for the controller to enforce control over a controlled entity.

Five things to do before the text lands
Map the group boundary
List the controller, each controlled entity, its governing body and the instrument that gives the controller its right. Decide whether the group meets the draft's definition, and record the answer.
Keep: The boundary map, dated, with the constituting documents cited.
Record the group purpose
Write down the group purpose the controller has set, and check that each controlled entity can state its own purpose and how the two relate.
Keep: The group purpose statement and the board minute that adopted it.
Choose the scale before the score
Adopt the 0 to 5 scale and its six level labels, and name the three aspects the model rates. A local scale makes the result incomparable.
Keep: The evaluation design, one page, naming the scale, the aspects and the dimensions.
Inventory the governance components
List the seven component types and mark each as adopted, drafted or absent. Efficiency maturity is judged on how formal these are.
Keep: The component inventory with an owner and a status.
Put the date in the calendar
Enter the planning date and a review date in the governance calendar, and label the planning date as our estimate.
Keep: The calendar entry and the note that records its basis.
Four things to do when it publishes
Read the published text against this record
Check each requirement and term against the published edition. Where the text changed, correct the record and the changelog.
Keep: The marked-up comparison and the changelog entry.
Re-issue the register
Re-issue the register and the plan against the published text. Kit buyers receive the re-issued set at no extra charge.
Keep: The new register version and the covering note.
Report the first evaluation
Report the result to the board and to relevant stakeholders in the terms the model requires, with the levels found, why they are appropriate, and the targets.
Keep: The maturity report and the board minute.
Set the next review
Agree the next evaluation date and the evidence to refresh. The scale is cumulative, so the trend matters more than the first number.
Keep: The next review date and the evidence refresh list.
What the draft adds to ISO 37004:2023
The model is already published: ISO 37004:2023 gives the three aspects, the measurement framework, the six-point scale and the evaluation sequence. The draft applies that model to a controlled group, adds the vocabulary for the controller and the controlled entity, and adds a worked example. For a group that already uses ISO 37004, the new work is the boundary map and the two-level rating, not a second method.
For a group that has not measured governance maturity, the draft is a reason to start. The useful sequence is the one on this site: map the boundary, record the group purpose, adopt the scale, inventory the components, then evaluate. None of that depends on the final text.
