Model requirement 5.4.1
The six-point scale
What ISO 37004:2023 asks at 5.4.1, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 5.4 Measurement scale.
What the model asks
Each of the three maturity aspects is rated on a scale with six points, running from 0 to 5 (undefined to optimizing), where each step marks greater maturity: level 0, undefined (nothing shows commitment to the principle or its application); level 1, limited (what evidence exists goes no further than the bare minimum needed to meet the intent); level 2, emerging (evidence exists and is managed); level 3, formalized (evidence exists, is managed and is brought together into one coherent system in which emergent behaviour can be seen); level 4, measured (evidence exists, is managed, is brought together and is measured or assessed); level 5, optimizing (all of the above, plus optimization for continual improvement).
What it means when one board controls another
The scale has to be adopted once for the whole group, or the entity results cannot be compared or aggregated. A subsidiary that uses a four-point scale of its own is not wrong, but its result cannot enter the group number without a documented mapping.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

How this requirement enters the rating
This unit governs the instrument. The scale must be fixed before the ratings, the level labels must be the published ones, and the aspect-specific descriptions must be used for the aspect being rated. The six levels are on /scale/.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
