Model requirement 5.4.3
Governance effectiveness scale
What ISO 37004:2023 asks at 5.4.3, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 5.4 Measurement scale.
What the model asks
Effectiveness concerns the practices the governing body uses to apply a principle; ISO 37000's key aspects of practice are the point of departure for every governing body. Table 4: level 0, no practices, or practices not associated with the principle; level 1, practices used but few and incomplete; level 2, practices complete but used inconsistently or not consistently communicated; level 3, complete, consistent and communicated but not assessed for fulfilling the principle's objective; level 4, assessed for fulfilling the objective and the assessment reported; level 5, assessed, reported and continually improved on the basis of the assessments.
What it means when one board controls another
Effectiveness ratings should name the level at which the practice operates. For a group-wide practice, rate it for the group purpose and, separately, for each controlled entity whose objective differs. A single rating for a practice that serves two purposes hides the case the draft is about.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

- Practices rated effective without any assessment against the principle's objective
How this requirement enters the rating
This unit governs the instrument. The scale must be fixed before the ratings, the level labels must be the published ones, and the aspect-specific descriptions must be used for the aspect being rated. The six levels are on /scale/.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
