Model requirement 5.3.1
Commitment
What ISO 37004:2023 asks at 5.3.1, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 5.3 Measurement activities.
What the model asks
To show it is accountable to the organization, the governing body should demonstrate its commitment to measuring governance maturity by: making sure evaluations take place at regular intervals; delegating the authority and responsibility needed; making sure the evaluation's intent, scope and objectives are set and the level of evidence required is made clear; making sure resources are provided; making sure the results become the foundation for improvement initiatives; and overseeing how the results, and the improvement initiatives, are reported.
What it means when one board controls another
The commitment has to be visible to both boards. A resolution of the controller's board that does not reach the controlled entity boards leaves each entity to decide whether to cooperate. Record the resolution, the delegation and the resources, and send it to every governing body in the boundary.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.
- Commitment: Governing body resolution establishing regular evaluations with scope, objectives, delegation and resources
Where evaluations commonly find gaps
- Evaluation initiated by management with no governing body commitment
How this requirement enters the rating
This unit is one of the five measurement activities. Treat it as a programme step with its own artefact and its own owner, and record the artefact in the evaluation file. The activity page carries what to keep.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
