Model requirement 4.4.3
Governance strategies
What ISO 37004:2023 asks at 4.4.3, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 4.4 Governance efficiency.
What the model asks
ISO 37000 describes strategy as the evolving pattern of intentions that steers, aligns and concentrates effort towards fulfilling the organizational purpose, its value generation objectives and its strategic outcomes, reflecting what the governing body intends as the context changes. Inside the organizational strategy, the governing body may set secondary governance strategies. These should help the organization reach its strategic outcomes and should satisfy the objectives of the governance practice they relate to.
What it means when one board controls another
A governance strategy at group level that the controlled entities do not use is a document, not a component. Record the communication and the use, and check whether the entity's own strategy can be read as a contribution to the group purpose without contradicting it.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.
- Governance strategy: Organizational strategy adopted by the governing body
- Governance strategy: Secondary governance strategies aligned to it
Where evaluations commonly find gaps
- Secondary strategies (such as a risk or IT strategy) not traceable to the organizational strategy
How this requirement enters the rating
This unit supplies the evidence for the efficiency aspect. Rate it on the six-point scale, cite the record that shows it operated in the period, and read the aspect page before you assign a level. The level descriptions for this aspect are on /aspects/efficiency/.
It carries 2 evidence items and 1 common gap in the model. The evidence splits across two artefacts, so record both against the same row rather than choosing the easier one. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
