Model requirement 4.4.1
Governance efficiency and governance components
What ISO 37004:2023 asks at 4.4.1, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 4.4 Governance efficiency.
What the model asks
Governance efficiency looks at how the practices in place are organized and how they work: whether they are made explicit, delegated, applied consistently and improved continually. Governance components are what make practices explicit. They put into formal terms how the governing body applies the principles and what it intends, and they are the organization's formal record of its governance. ISO 37000 refers, directly or indirectly, to seven components: governance frameworks, governance strategies, governance policies, organizational performance results, governance charters, management reports and governance component reviews. Components can form a hierarchy, with supporting components for a particular principle, a subject (the governance of IT under ISO/IEC 38500, for example) or an organizational construct; supporting components should point to, and be consistent with, the primary component for the organization.
What it means when one board controls another
The seven component types exist at two levels in a group, and the gap between them is the finding. The group may hold a full set that the entity boards have never seen, or each entity may hold its own set with no group framework above them. The inventory should show both columns.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

Where evaluations commonly find gaps
- Components in draft or never formally adopted
- Supporting components not aligned with the primary framework
How this requirement enters the rating
This unit supplies the evidence for the efficiency aspect. Rate it on the six-point scale, cite the record that shows it operated in the period, and read the aspect page before you assign a level. The level descriptions for this aspect are on /aspects/efficiency/.
It carries 1 evidence item and 2 common gaps in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. Both gaps are seen often enough in first evaluations that the evaluation design should test for them explicitly. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
