Model requirement 6.2.1
Governance conditions
What ISO 37004:2023 asks at 6.2.1, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 6.2 Governance maturity dimensions.
What the model asks
The governance conditions set out in clause 4 of ISO 37000 form dimensions for evaluation: an integrated organizational governance framework that coordinates governance activity throughout the organization; delegation that is effective and builds trust and transparency; management, so that anyone who holds both governance and management duties can tell them apart and act properly in each role; sustainability treated as a basic consideration when governing and when applying the principles; fair treatment of every stakeholder, with regard for what relevant stakeholders expect; a governing body whose make-up and structure equip it for its role; and a governing body that keeps building its competence in the organization's activities, its legal obligations and its context.
What it means when one board controls another
The seven conditions are the group test. Integrated framework, effective delegation, the governance and management distinction, sustainability, fair treatment of stakeholders, board composition and board competence all take a different meaning when a controller sits above the entity board. Rate each condition against the entity's own purpose as well as the group's.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

How this requirement enters the rating
This unit defines the dimensions. List every condition and every principle before rating, and rate each at the level where it operates. The full dimension list is on /dimensions/.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
