Model requirement 5.1
The measurement framework and its five activities
What ISO 37004:2023 asks at 5.1, in our own words, and how it reads inside a controlled group. The draft's public contents heading for it is 5.1 General.
What the model asks
The measurement framework evaluates the maturity with which the ISO 37000 governance principles have been applied, with regard to the key aspects of practice, using the maturity aspects of clause 4; it gives a structured approach for clarity of purpose, consistency of results and repeatability. Measurement comprises five activities: commit (establish the governing body's commitment), design (determine and plan scope, time frames and objectives), implement (conduct the evaluation), oversee (monitor progress and act where necessary) and action (review results, plan improvements and report).
What it means when one board controls another
The five activities are the programme, and in a group the commit step must come from the controller's governing body if the entity boards are to take the exercise seriously. A programme commissioned by a group function and imposed on the entities tends to produce compliance, not evidence.
Evidence an evaluator asks for
A maturity rating is a claim about how the group governs. The evidence is what proves it operated. Keep both, and keep them together.

How this requirement enters the rating
This unit sets the quality of the whole measurement. Record how the requirement was met before the ratings are taken; an evaluation that meets it afterwards is a rationalisation.
It carries 1 evidence item and 1 common gap in the model. One item is enough only if it is the artefact that proves the practice operated, not a policy that says it should. The group application on this page is ours; the requirement and evidence are the model's, stated in our own words.
