Governance efficiency
How well the practices are organised and formalised. Efficiency is about the machinery: whether the practices are made explicit, delegated, applied consistently and improved. The governance components are the evidence, because they put the practice into formal terms.
What this aspect rates
The draft names seven component types: governance frameworks, governance strategies, governance policies, organizational performance results, governance charters, management reports and governance component reviews. Components can form a hierarchy, and a supporting component should point to and agree with the primary one.
The question to ask: Are the components of every type adopted, communicated, reviewed and corrected, and does the group improve how it uses them?
Evidence for this aspect
- An inventory of the seven component types at group and entity level, with adoption, communication and review status.
- The hierarchy of components, showing which supporting component sits under which primary one.
- The review record that shows corrective action, not only a review date.
- The improvement or innovation that raised efficiency in the period.
Where this aspect is usually overstated
- Components in draft or never formally adopted.
- Supporting components that contradict the primary framework.
- Components adopted but never communicated to the people who need them.
- Reviews that produce minutes but no correction.
Two boards, one aspect
Efficiency is the aspect most exposed by a group structure. Two entities can each hold a complete set of components while the group has none, or the group can hold a full set that the entity boards have never seen. The inventory should be taken twice, once per entity and once for the group framework, and the gaps between them are the finding.
