The five activities

Activity 5.3.4

Oversee

The governing body monitors the evaluation as it runs and acts where the design is not being followed or the result is drifting.

01Definition

What the activity covers

Oversight is the governing body's own check on the exercise: progress against the plan, quality of the evidence, and intervention where the work is late, thin or contested.

02What good looks like

What a working oversee step looks like

Oversight is the difference between an evaluation and a survey. The governing body or its committee should see progress before the results, ask for the evidence behind a sample of ratings, and record what it changed as a result. In a controlled group, oversight should also confirm that every entity in the boundary was actually covered, not only the entities that replied.

03What to record

The artefact this activity leaves

  • Progress reports to the governing body or its committee.
  • Minutes showing the intervention where the work was redirected.
  • A quality review of a sample of ratings.
  • The decision to accept, extend or re-run the evaluation.
04The gap

What goes wrong

An evaluation nobody oversaw is an evaluation nobody can defend when the result is challenged.

05In a controlled group

Who owns it in a group

The controller's governing body owns the programme, but the activity has to reach every entity in the boundary. For oversee, record which board or committee took the decision, which entities were included, and where an entity's own view differed. A programme that runs only at group level produces a group result that the entity boards do not recognise. Where an entity is excluded, record why: a recent acquisition, a joint venture with reserved matters or a board that has asked to be treated separately. An exclusion that is written down is a scope decision; an exclusion that is silent is a defect in the evaluation.
